About this project
Flock Safety is a private company that manufactures and operates a nationwide network of Automated License Plate Reader (ALPR) cameras. These cameras silently record every vehicle that passes — capturing plate numbers, vehicle make, color, and timestamps — and store that data in a searchable cloud database accessible to law enforcement and, in many cases, private HOAs and neighborhood groups.
Flock Locations is an independent, community-run project with no affiliation to Flock Safety. Our mission is to give residents, journalists, and civil liberties researchers a clear picture of where this surveillance infrastructure exists in their communities.
All camera reports are submitted by community members who have personally observed the cameras. Reports with three or more independent confirmations are marked as verified. Our data is released under the Creative Commons Attribution 4.0 license — free to use, share, and build upon with attribution.
